Top legislators of the six member states of the Shanghai Cooperation Organization (SCO) met in Moscow for the first time on Tuesday.

Wu Bangguo, the chairman of the Standing Committee of China's National People's Congress (NPC), delivered a speech at the meeting.

Others attending the meeting included Chairman of the Russian Federation Council (the upper house) Sergei Mironov, Chairman of the Russian State Duma (the lower house) Boris Gryzlov, Senate Chairman N. Abykaev of the Kazakhstani parliament, Speaker Marat Sultanov of the Supreme Council of Kyrgystan, Speaker Makhmadsaid Ubaidullayev of the Upper House of the Supreme Assembly of Tajikistan, and Speaker Erkin Khalilov of the Lower House of the Supreme Assembly of Uzbekistan.
