HK, ROK sign anti-crime pact

Hong Kong and the Republic of Korea have signed a bilateral arrangement Monday that sets out the conditions for the surrender of fugitive offenders.

Hong Kong Secretary for Security Ambrose Lee and Consul General of the Republic of Korea Cho Whan-bok signed the pact.

The extradition agreement has safeguards that include Double criminality rule, Death penalty, Political offenses rule, Prima facie rule, Specialty rule, and Protection against re-surrender to a third jurisdiction.

The Fugitive Offenders Ordinance provides the necessary legislative framework for the agreement's implementation. It will come into force 30 days after both sides have sent written notification that they have complied with their respective requirements.
