The All-China Women's Federation (ACWF) planned to give two million Chinese women technical training, recommend occupations to another two million and help two million more get reemployed during the 10th Five-year Plan period (2001-05). Now, according to incomplete statistics, 3.107 million laid-off women had received occupational training; another 3.841 million had been recommended jobs and 2.605 million more managed to land jobs with the help from Women's Federation of all levels across China.

As a demonstration entity for "National Model Base of Entrepreneurship", ACWF is responsible for training women of entrepreneurship and 2,600,000 women received such training during the past five years. Meanwhile, ACWF set up occupational information and guidance centers for laid-off women in 31 large and medium-sized cities and built a job information network for migrating women. As a result, ACWF had managed to offer more than 50 kinds of suitable jobs and over 80,000 occupational positions to Chinese women by these means.
