More than 2,000 non-members of the Communist Party of China (CPC) are shouldering the posts of middle level leaders in Beijing, a record high in history, according to the United Front Work Department of the CPC Beijing Municipal Committee.
In addition, some 1,400 non-CPC members are deputies of people's congress at various levels and more than 2,700 non-CPC members are the members of the Chinese People's Political Consultative Conference (CPPCC) at various levels in Beijing, the department said recently.
Training of personage outside CPC had been included in the development strategy of Beijing's human resources over the past five years, according to the department.
Many personage outside CPC have been sent to study overseas, and some were selected to occupy posts in governments, grass root departments and enterprises.
