As the government and the Communist Party of Nepal (formerly known as guerrilla) have failed to conclude the interim constitution due to differences on some key issues, a draft of the interim constitution will be presented to a meeting of top leaders, local media reported on Sunday.
"Some issues including head of the state in the interim period, the integration of the two armies, the electoral system, security council and some of the fundamental rights have still remained unsettled," The Kathmandu Post daily quoted a CPN top leader Baburam Bhattrai as saying.
Bhattrai said the reappointment of judges was also unsettled by the negotiating teams.
The CPN insists that the head of the government or speaker should act as head of the state, but the government side prefers to remain silent on the issue, according a CPN negotiator.
The CPN also sought provision of making responsible the council of ministers to do all the jobs currently being carried out by the Security Council, constitutional bodies and judicial council, according to the Rajdhani daily.
However, the government side wants to keep the existing provision intact, sources said.
Likewise, they have come close to making all the 425 seats of the constituent assembly a participatory one despite direct election in 205 seats.
