Chief Commissioner for Election Commission Bhoj Raj Ghimire has urged the Nepali government to accelerate its preparation for formulation of relevant laws in order to hold the election of Constituent Assembly (CA) in time, The Himalayan Times reported Monday.
"The Election Commission now is in urgent need of at least five laws to function in a proper way. Without the laws, we cannot proceed," he told the daily, a leading newspaper in the nation.
He said the commission could not carry on updating voters' list without Voters' List Law and certain other laws.
The commission is now confident that the transparent or plastic ballot boxes will be used in the CA election. But, it has not decided on using electronic voting machines.
"Electronic voting machines are being proposed by some donors. But I think, we may use it in some cities as an experiment. But we cannot cover the whole country with this," he said.
The EC will need approximately 27,000 extra staffers, he said.
The Constituent Assembly is an elected body, like parliament, of elected people's representatives to formulate the new constitution.
Nepali Prime Minister Girija Prasad Koirala and top leader of the Communist Party of Nepal Prachanda Sunday expressed their commitment to promulgate the interim constitution at the earliest possible time and move ahead by forging consensus to hold the CA election by June 2007.
