Czech Prime Minister Mirek Topolanek said the European constitution should be more comprehensible and transparent that doesn't disqualify the new EU member states, when he met his German counterpart Angela Merkel, who is on a one-day visit to Prague, the capital of the Czech republic.
"We think that the document should be more comprehensible, readable and transparent for European citizens," said Topolanek.
He said that the absence of the European constitution does not block the EU's normal functioning.
He also noted that the document should prevent "disqualifying conditions that the new member states face."
Nevertheless, Topolanek, who thought the talk with Merkel was positive, considered the European constitution is being negotiated on an intergovernmental level, which is a step in the right direction.
"It gives the Czech Republic actually the first chance to fully and competently participate in the discussion," Topolanek said.
Merkel said the meeting with her Czech counterpart was constructive.
"We can achieve success in the EU only if we all go together in the same direction," Merkel said.
The two leaders both agreed that the debate and negotiations on the European constitution should not affect EU's economic reform. And they also talked about the issure of economic growth, welfare, EU energy policy.
