Incumbent Hong Kong leader Donald Tsang Yam-kuen announced on Friday his platform in the election for the third term of chief executive of the Hong Kong Special Administrative Region (HKSAR).
Tsang delivered the document on the question and answer session attended by the members of the Election Committee.
"I am putting forward for the next five years a progressive and pragmatic development strategy for Hong Kong," he said when delivering the document titled "Statement on Progression."
"Its objective is to raise Hong Kong to a new level of development by improving our people's quality of life, creating a harmonious society and promoting democracy," he noted.
The document consists of five parts, including Foreword, Review of Governance, Ten Major Relationships, Five Main Themes and Building Our Future Together, giving specific details on how to handle the ten relationships and how to materialize the five main themes.
In a mature and open city like Hong Kong, different sectors in the society will have different interest considerations, Tsang said in the document, noting that the role of the leader of the government is to balance different interests and to create a stable and harmonious environment, paving the way for further development.
"After examining factors that affect Hong Kong's future, I have come up with 10 major relationships that require proper handling," he said.
The 10 major relationships include development and conservation, democracy and governance, the administration and the legislature, rights and duties, rich and poor, large corporation and ordinary people, one country and two systems, the central government and the SAR, Hong Kong and the World as well as Progression and stagnation.
"I pledge to handle these 10 relationships properly for Hong Kong to move forward. I have come up with five focuses," he said, noting " I put forward goals and action plans within these five themes as my election promises."
Tsang elaborated on the five themes, which include a progressive view of development, alleviating poverty through job creation, raising the quality of life, optimizing demographics, promoting the development of democracy.
"Today, I am running for my second term. These words are also my promise to all of you," Tsang said.
Nominations for the election of the third-term HKSAR chief executive will be open from Feb. 14 to March 1. Those who win nominations from at least 100 Election Committee members are eligible to stand.
The HKSAR Election Committee was set up on Dec. 10, 2006, with 796 members.
Tsang, Alan Leong Kah Kit and Lee Wing-Kin have so far entered election or expressed intentions to stand in the election.
