A faction of Janatantrik Terai Mukti Morcha (JTMM) ruled out dialogue with Nepali government to resolve problems in southern Nepal's Terai plains, local leading media group's website nepalnews.com reported on Wednesday.
The faction of JTMM (Terai Democratic Liberation Front in English) led by Jaya Krishna Goit made the announcement Wednesday in response to the government's call for talks to address the issues of Madhesi people.
The government had invited the agitating Terai organizations, including the two factions of JTMM and other disgruntled groups for talks.
On Monday, another faction of JTMM led by Jwala Singh declared to accept Nepali government's offer for talks. Jwala Singh's faction has halted all military actions and strike programs.
On Feb. 7, Prime Minister Koirala addressed the nation on TV for a second time since Jan. 31, calling on the Madhesi communities to resolve all the problems through table talks with government. He said that the eight political parties had agreed to offer support to amend interim constitution.
By amending the interim statue, Nepal may adopt federal government system and constituencies in Terai region will increase, which are among Madhesi activists' requirements.
Both factions of JTMM are organizers of the violent protests in the Terai region lasting from Jan. 19 to Feb. 7, which claimed more than twenty people's lives.
JTMM is said to be a split from the Communist Party of Nepal ( CPN) (formerly known as guerrilla). It has been demanding a separate state in southern Terai region.
