The National People's Congress (NPC), the top legislature, and the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body, are holding their annual full sessions in Beijing, bringing together more than 5,000 lawmakers and advisors. The building of a harmonious society is an arduous and complicated systemic project, which can only be accomplished with the participation of the masses, said Hu Jintao, who is also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission. The building of a harmonious society is a great cause for the benefit of the people, and the masses will only take part in the cause consciously when they benefit from it, said Hu while discussing with advisors from the All-China Federation of Trade Unions, the Communist Youth League, the All-China Youth Federation and the All-China Women's Federation. CPPCC National Committee Chairman Jia Qinglin, also member of the Standing Committee of the Political Bureau of the CPC Central Committee, participated in the discussion. While joining lawmakers from Hebei Province, Premier Wen Jiabao said the scientific outlook on development must be implemented to guide economic and social development. To maintain the economic growth at a fast but steady level and avoid major ups and downs is the focus and main task of the country's economic work this year. Wen, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, called for more efforts in energy saving and pollution discharge reduction. Joining the discussions of lawmakers from Liaoning Province, Inner Mongolia Autonomous Region and Tianjin Municipality respectively, Wu Guanzheng, Li Changchun and Luo Gan, all members of the Standing Committee of the Political Bureau of the CPC Central Committee, voiced their opinions on a wide range of issues, including the new socialist countryside, employment, the implementation of the scientific outlook on development and education.
