New ways to attract overseas intellectuals to China

During the 11th Five-Year Plan period, China will focus on promoting independent innovation capabilities through international technology cooperation, and attach great importance to all-round cooperation in energy, water resources, environmental protection, agriculture, information technology and advanced manufacturing. China will attempt to attract leading international scientists and thinkers to the country.

Jin Xiaoming, the head of the International Cooperation Department under the Ministry of Science and Technology, said that overseas high-tech parks, domestic high-tech industry development zones and pioneer parks are helping to bring suitably qualified people to the country. To date, the Ministry of Science and Technology has established five overseas high-tech parks in Singapore, Maryland US, Cambridge and Manchester in England, as well as Moscow, Russia, which enables China to make the most of overseas talent.

In addition, the 53 state-level high-tech industrial development zones, 21 state-level pioneer parks, 137 state-level service centers, the China Information Industry Innovation Center (CIIIC) in Jinan and the newly established China International Innovation Zone of Biotechnology and Medicine in Tianjin, have been playing a role in attracting overseas experts to China, and encouraging Chinese who have studied overseas to return and establish enterprises.
