German and Indian foreign ministers admitted Thursday after meeting that it is "difficult" to achieve agreement between the European Union and India on global warming and energy policy.

German Foreign Minister Frank-Walter Steinmeier, representing the EU as his country is hosting the rotating presidency, said that India was emphasizing its "high interest" in cooperation with Europe in the technological area.

"But getting agreement is a bit difficult in climate protection and energy policy," he added.

Further discussions with India would take place under the Portuguese presidency and would be aimed at securing agreement on a replacement to the Kyoto Protocol before a climate change summit scheduled in December in Bali, Indonesia.

His Indian counterpart Pranab Mukherjee noted that regarding India's nuclear military capability, its policy as a nuclear power that has not signed the Nuclear Non-Proliferation Treaty remained unchanged.
