Liu Qibao, NPC deputy, Secretary of the Communist Party of China Sichuan Committee and Chairman of the Standing Committee of the Sichuan Provincial People's Congress:
We have established that focusing on reconstruction means focusing on development, and have given priority to the following four: namely the reconstruction of residential housing in urban and rural areas, the rebuilding of public facilities, the reconstructing of infrastructure facilities and the rebuilding of major industries.
Professor Zhang Xiong, NPC deputy and Director of the Building Material Institute of Tongji University:
In the city of Dujiangyan, an area seriously hit by the Sichuan earthquake, two production lines are processing 160 tons of debris and construction waste every hour to transform it into building materials needed for post-earthquake reconstruction.
The construction waste here is large in quantity, messy in composition and causes pollution. The completed production lines are semi-enclosed and pay special attention to epidemic prevention. They are dustproof, noise deadening, and prevent secondary pollution when construction waste is recycled into resources.
In addition, it diversifies and optimizes the economic added value of the recycled products according to the different requirements of post-disaster reconstruction in various places.
Qiao Tianming, NPC deputy and Board Chairman of Jian Nan Chun Group:
At present, recovery and reconstruction in the quake-hit areas is being carried out in an orderly manner and people are all full of confidence that they can reconstruct their hometowns and help themselves.
The suggestions that I will propose to the session focus mainly on the recovery and reconstruction of quake-hit areas. I hope that the national aid policies for disaster areas will be differential, so that reconstruction work is carried out in accordance with the different disaster levels of different areas. For example, heavily-afflicted areas and extremely-afflicted areas.
Wang Ji, NPC deputy and Board Chairman of Dongfang Electric Group:
We have just completed an important step of reconstruction-- the startup of equipment installation at Dongfang Electric Group’s new base. During the first batch of relocations on February 26, the clapboard branch factory that undertakes the initial working procedure of turbine manufacture was relocated to the new base, meaning that simultaneous construction, relocation, installation and production is already underway.
The goal we have set is for the new Dongfang Electric Group to achieve full-scale production on May 12, 2010, the second anniversary of the Wenchuan earthquake.
