Hong Kong's anti-graft body sees 18 complaints in 2007

The Independent Commission Against Corruption (ICAC) Complaints Committee of Hong Kong received 18 complaints comprising 43 allegations against the anti-graft body and its officers last year, the committee said Wednesday in its an annual report.

According to the report, 40 percent of the complaints were related to neglect of duties, 30 percent were about abuse of power and 28 percent pointed to officer misconduct. The other complaints were expressing concerns about the commission's procedures.

The committee held three meetings last year to consider papers and reports on 23 complaints comprising 65 allegations. Two allegations were substantiated which concerned incorrectly addressing the complainant's name and failure to accurately itemize documents in a seizure list.

The committee monitors the handling of non-criminal complaints against the ICAC and its officers, reviews the ICAC's procedures, guidelines and practices which may lead to complaints and makes recommendations for improvement.
