Military ready for national defense

Three top PLA generals have stressed the need for military preparedness against any possible threat to national security.


"We determinedly oppose Taiwan independence activities and will never allow anyone to sever Taiwan from China in any name or by any means," Guo Boxiong, vice-chairman of the Central Military Commission (CMC), told the PLA delegation during a discussion about Hu Jintao's report on Tuesday.


In pushing forward the revolution in military affairs, Guo asked the PLA to build digitized armed forces and try all out to win a war in the information age.


In the same discussion, Vice-CMC Chairman and Defense Minister Cao Gangchuan said improvement of battle effectiveness is always the most important task of the PLA. He also called for increased military preparedness and better construction and management of armed forces.


Unswerving efforts must be made by the PLA to follow the lead of the Party, Cao said.


"Any denial or neutralization of the Party leadership will be uncompromisingly fought against," he said, vowing the PLA takes its orders from the CPC Central Committee, the CMC and CMC Chairman Hu Jintao.


Xu Caihou, also vice-CMC chairman, asked the armed forces to grasp the essence of the strategy outlined in Hu's report in which he said the Chinese "must make our country prosperous and our armed forces powerful while building a moderately prosperous society in all respects".


In his work report to the congress, Hu said following the cutting of 200,000 troops, China must up the pace of modernizing its armed forces over the next five years and beyond, for self-defense and helping to maintain world peace.


Hu said: "We must implement a military strategy for the new era, accelerate the revolution in military affairs, ensure military preparedness and enhance the military's capability to respond to various security threats and accomplish diverse tasks.


"China follows a national defense policy that is defensive in nature, and it does not engage in arms races or pose a military threat to any other country. China opposes all forms of hegemonism and power politics and will never seek hegemony or engage in expansion.


"We are determined to safeguard China's sovereignty, security and territorial integrity and make contributions to maintaining world peace," Hu said.


To attain the strategic objective of building computerized armed forces and winning IT-based warfare, Hu said China will accelerate the composite development of mechanization and computerization, carry out military training under IT-based conditions, intensify efforts to train a new type of high-caliber military personnel and change the mode of generating combat capabilities.


China will "enhance our capacity for independent innovation in R&D of weapons and equipment with better quality and cost-effectiveness", he said.


China will establish sound systems for weapons and equipment R&D, military personnel training and logistics that integrate military with civilian purposes, Hu said.
