The top discipline inspection official of the Communist Party of China (CPC) on Tuesday urged state-owned enterprises to intensify corruption fight, uphold integrity and improve supervision.
He Guoqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, visited enterprises and construction sites including Olympic Games projects in the capital on Monday and Tuesday.
"Policy-making, management and supervision mechanisms should be improved in state-owned enterprises to prevent power abuse," He told enterprise leaders.
Discipline or criminal cases involving enterprise leaders should be "seriously dealt with", and those who abused power to seek personal gain should receive serious punishment, said He, also secretary of the Central Commission for Discipline Inspection.
State-owned enterprise leaders should improve their work style, pay more attention to the need of poor workers, and ensure workers' rights and interests, said He.
He reiterated prohibited activities for enterprise leaders, including:
-- Illegal gains for themselves, relatives or friends by making a convenience of their duty.
-- Offering favorable business conditions for to acquaintances or their spouse, children or relatives.
-- Seeking personal gain or making decisions in violation of laws and regulations in the process of company asset integration and restructuring, or introduction of strategic investors.
-- Engaging any mortgage, guarantee or commission financing without approval.
-- Seeking improper gain by taking advantage of "inside information" in the process of public listing of enterprises, or mergers and acquisitions, restructuring and additional stock issue of listed companies.
-- Asking, instigating or forcing accountants to submit false financial reports.
-- Determining salaries without consultation or approval, seeking posts in other or subordinate institutions and attaining income, or "randomly" handing out housing subsidies.
The Party's discipline inspection head also visited discipline inspection officials in Beijing and asked them to seriously deal with corruption cases that "greatly infringe on the public interest". Source: Xinhua
