China's Vice President Xi Jinping has called on members of Communist Party of China (CPC) to learn the Scientific Outlook on Development and make breakthroughs in tackling bottlenecks that limit social and economic development.

Xi made the remark at a meeting of senior officials from central and local Party organs on Sunday, urging Party members to resolve problems of public dissatisfaction.

The Scientific Outlook on Development is an important guiding principle for China's economic and social development, which was initiated by the Party in 2003 and written into its constitution during CPC's 17th National Congress in 2007.

The Party has ordered all members and government officials to apply the creed to every aspect of social and economic construction, especially concerning natural resources, environment and people.

Moreover, it launched a campaign among Party members and government officials in some provinces and central CPC organs in February to learn the creed as an important theory.

"Party officials should pay more attention to reduce violations of the Party's disciplines that the people are most discontented with," said Xi, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

Local officials should adapt their administration to be more scientific and improve their comprehensive ability to balance economic growth with environmental protection, Xi said.

The Party will continue the campaign for 18 months for its members to engage in the study by turn and Xi urged the first group of students to make a successful start.
