Grass-roots party building important indicator for effectiveness of SOD study and practice

To study and implement the essence of the Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC) is currently a major political task. All regions and units should closely combine the study and practice of the Scientific Outlook on Development with the study and implementation of the essence of the Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC), so as to carry and promote each other. In particular, strengthen grass-roots party organization building through study and practice of Scientific Outlook on Development.

Strengthening grass-roots party building is an established objective and task of the third stage of in-depth study and practice of the Scientific Outlook on Development. The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC) put forward the new requirements and new initiatives. Strengthening grass-roots party building is an important point combining the activities of study and practice of the Scientific Outlook on Development and the study and implementation of the essence of the Fourth Plenary Session of the 17th Central Committee of the Communist Party of China (CPC). The number of grass-roots party organizations which participated in activities of the third stage of in-depth study and practice of the Scientific Outlook on Development, accounted for 32.8% of the national total, and the total number of party members accounted for 50% of the national total. They all work at the forefront of reform, development and stability, and are carrying out an important task of implementing the Party's principles and policies to the grass-roots. Party organizations at all levels should fully understand the importance, necessity and urgency of building grass-roots party organizations, strive to make some tangible achievements.

To strengthen the grass-roots party building during the process of study and practice of the Scientific Outlook on Development, we must focus on six areas. To expand the coverage of the party's grass-roots organizations; to adhere to building party grass-roots well, to rectify the weak and lax grass-roots party organizations in time, to properly select the secretary of the grass-roots party organizations; to further establish and improve the long-term mechanism for education, managing, servicing of the party members, to stimulate responsibility of the party members, and to enhance the vitality of party members; should focus on the theme of scientific development, to carry out various forms of competition activities, to constantly stimulate the inherent vitality of party organizations; to adapt to the trends of urbanization, industrialization and information technology, actively construct the new pattern of coordinated development of urban and rural grassroots party building; to strengthen the responsibility system of grass-roots party building work, and further establish and improve the supporting system of grass-roots party building work, and to provide effective organizational and material security for strengthening the building of grass-roots party organizations.

The grass-roots party organizations which participate in the third stage of in-depth study and practice of the Scientific Outlook on Development include rural grassroots party organizations, urban grass-roots party organizations, and also the grass-roots party organizations in secondary vocational schools, primary and secondary schools, basic health units as well as non-public enterprises. They are in different areas and take different responsibilities. To strengthen grass-roots party building, must pay attention to classified guidance and close relations with reality. Consider local conditions and the characteristics of different types of grass-roots party organizations as well as the outstanding problems of party-building work in order to enhance the pertinence of the work and the effectiveness of measures. We should closely link the strengthening of the building of grass-roots party organizations and solving the practical problems in the work to ensure the effectiveness of grass-roots party organizations building embodied in promoting the work and servicing of the masses.

In accordance with the spirit of the plenary session, strengthening grass-roots party building is a long-term process that can not be achieved at once. But as long as we seize and make efforts to study and practice the Scientific Outlook on Development, and by means of solid work, we will certainly be able to open a good beginning, a good first step, and to create a new prospect of the grass-roots party building work.
