It is a major issue confronting Party committees and governments at all levels and the majority of leading cadres to comprehensively and scientifically understand the Internet, and learn how to deal with it. Although netizens discussions or proposals are personal opinions, they are all from real life, from society, and often represent a group of people. No matter they are foul words, pungent arguments or complaints or accusations of blame, so long as we filter their dross while maintaining their essence with feelings and responsible attitudes, they can be a useful reference for decision-making.

In the information age, the Internet is essential as it is a clairvoyant that distinguishes right from wrong, notices details, a good helper that resolves contradictions and safeguards people's livelihood. It is also has no fear of going where it is needed, is a vital force that saves time and thrives on initiative and defeating the enemy. So it is a major issue for Party committees and governments at all levels and the majority of leading cadres to comprehensively and scientifically understand the Internet, and learn how to deal with it.

I understand that the Internet is primarily a "public field" and in this "field", anyone can become opinion makers and communicators or become masters of public opinion. In this case, if Party committees and governments lack voice, spontaneous public opinions on the Internet will become a main form of public opinion.

Leaders and cadres surfing the Internet and learning how to deal with it is a modern type of "Incognito Travel". On the Internet, we can hear the voices from the grassroots to understand the real situation. Although what netizens discussed or proposed are personal opinions, they are all from real life, from society, and often represent a group of people. No matter if they are foul words, pungent arguments or complaints or accusations of blame, so long as we filter their dross while maintaining their essence with feelings and responsible attitudes, they can be a useful reference for decision-making.

Practice has repeatedly shown that in regard to the treatment of Internet events, "avoiding" is definitely infeasible, "obstructing" is impractical while "delaying" can't solve the problem. As we know a negative attitude is obviously passive while an active one is taking the initiative. There are at least two aspects needed to attract attention:

First, prompt response is a basic requirement. Today, the Internet has highly developed, preventing the realization of the public's right to know is always counter-productive, and even pays a double price. Therefore, we must capture the information in the first place and speak out promptly. We must access the Internet both to see and to say. We can neither enunciate poorly nor utter nonsense and we should respond both fast and carefully. "Look" is to grasp the situation, while "speak" is to clarify the facts. The publicizing of events' must be quick and the explanation of the reasons for incidents must be cautious. Generally speaking, the majority of netizens are reasonable, and what they often care about is some kind of respect and attitudes.

Second, solving problems is the ultimate goal. The Internet is not a show, so we should not only "surf onto ", but also "work out" the Internet. "Surf onto" means to understand the situation via the Internet and to get valuable information; "work out" means to analyze this information and to distinguish the authenticity of it, so as to give netizens a responsible answer, promoting effective solutions to the problem. This demonstrates capacity and wisdom in using the Internet.

While bringing challenges to the building of our Party, the Internet has also created an unprecedented opportunity. If we make good use of it, Party building work in the new era can be promoted through the Internet. We should to make use of information and network technology to strengthen and improve Party building and improving the efficiency of Party building. This exploration is endless.
