Dereliction of duty not only results in heavy losses to public assets and life and property of the people, disturbs market order, destroys resources and environment, but also harms fairness and justice, and tarnishes the image of the Party and government, according to the document.
The document says that dereliction of duty crimes are usually difficult to detect. It stresses that prosecuting bodies at all levels should direct more resources and time into their dereliction of duty investigations.
Prosecutors in charge of handling dereliction of duty crimes should be involved in the investigation from the very beginning, it says.
The document also highlights the need for transparency in handling dereliction of duty crimes, urging prosecuting bodies to make public investigation results of some major dereliction of duty cases.
The document stresses the need to intensify the building of an anti-dereliction bureau, saying that the bureau should be equipped with adequate and capable staff.
