Quite a number of cartoon and animation enterprises from Heilongjiang Province won bids and reached agreements of cooperation with Hollywood to participate in the production of Hollywood films at the 20th China Harbin International Economic and Trade Fair.

In October 2006, Heilongjiang established the Heilongjiang Animation Industrial base which is China's first local level animation industrial base.

At present, this base is building China's only national-level public technical service platform with animation as a new medium, featuring 4D animation production. Once the construction of the platform is completed, the annual production capacity of animations will reach 20,000 minutes. By then, the base will launch cooperation with countries including Japan, the US and South Korea.
