It predicted that sub-Saharan Africa would be hit hardest, calculating that some African nations might have to spend 5 percent to 10 percent of their gross domestic product on adapting to climate change.

"Climate change will hit pastoral communities below the belt," said Isabirye, who is also a government representative at the UN negotiations on climate change.
