The top U.S. envoy at the six-party talks said Wednesday that the United States will soon provide a second shipment of fuel oil to the Democratic People's Republic of Korea (DPRK).

"We have another shipment which we are beginning to get going on this week," said Christopher Hill at a Congressional hearing.

In September last year, the White House announced that President George W. Bush authorized 25 million dollars in energy aid to the DPRK and the money was used to pay for 50,000 tons of heavy fuel oil for the DPRK, part of the agreement reached in February this year in Beijing for the DPRK to dismantle its nuclear program.

According to the agreement reached by the six-party talks on Feb. 13 last year, the United States and other five parties will provide 1 million tons of heavy fuel oil to the DPRK, and the DPRK will in return shut down, declare and ultimately dismantle all its nuclear program.

In addition to the United States, China, South Korea and Russia have also dispatched 50,000 tons of fuel oil each to the DPRK after it froze its key Yongbyon nuclear facilities and began disabling them last year.

Hill said earlier Wednesday that the nuclear disablement of the DPRK was almost completed, but the DPRK has failed to fully declare its nuclear programs.
