The United States is ready to open full diplomatic ties with the Democratic People's Republic of Korea (DPRK) if it completely gives up its nuclear weapons and programs, the top U.S. envoy at the six-party talks said Wednesday.
"We believe that we have some elements that we can put on the table which will be worth the DPRK's while in giving up its nuclear ambitions," Christopher Hill said at a Congressional hearing.
"In the context of full denuclearization we would be prepared to establish full diplomatic relations," Hill said.
Under an agreement reached by the six-party talks in Beijing in February last year, the DPRK agreed to abandon all nuclear weapons and nuclear programs and declare all its nuclear programs and facilities by the end of last year in exchange for diplomatic and economic incentives.
However, the DPRK missed the deadline, although there was reported progress in its nuclear disablement and declaration.
The United States has also held out the possibility of removing the DPRK from the list of "state sponsors of terrorism" on condition that the DPRK fully gives up its nuclear weapons, programs and fully declare its nuclear activities.
