FAO to assist agriculture law strengthening in Laos

The United Nations Food and Agriculture Organization (FAO) is to assist the Lao government in legal strengthening related to healthy livestock production and food safety, according to a press statement on Wednesday.

Development of a Sanitary and Phytosanitary (SPS) legal framework will help the Lao government reduce regulatory gaps in the protection of animal, plant and human health against pests, diseases and food-borne hazards, said the press statement released by FAO here.

FAO in Laos and the Foreign Trade Policy Department of the Lao Ministry of Industry and Commerce signed an agreement on technical assistance for the SPS on April 27.

FAO's expertise and experience in agricultural policy advice, including on legal and institutional issues, is expected to eliminate institutional overlaps.

Technical assistance will be delivered under supervision from the Department of Planning, Ministry of Agriculture and Forestry and in cooperation with relevant government agencies responsible for food safety, animal health and plant health protection.

An FAO legal officer is to be based in Laos' capital of Vientiane for one year to support the development of World Trade Organization (WTO) SPS related legislation in Laos.

The effort will be financed through the Multi-Donor Trade Development Facility, executed by the Ministry of Industry and Commerce since 2008, aiming to promote compliance with WTO SPS principles and standards, and contribute to strengthening the rule of law and good governance principles in the country.

The Trade Development Facility is a trust fund with initial financing from Australia and the European Union, aimed at supporting trade facilitation measures and increasing government capacity to pursue regional and global economic integration.
