From June 1, 2009 to May 31, 2010, a household appliance trade-in subsidy program will be implemented in nine pilot provinces, municipalities and cities comprising Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Shandong, Guangdong, Fuzhou and Changsha.
The subsidies will be jointly financed by the central government and local governments of pilot provinces, municipalities and cities. The central government will cover 80 percent of the subsidies, and the local governments will fund the remaining 20 percent.
Under the program consumers can trade in their old household appliances for new ones. It will initially be implemented as a pilot measure before being expanded across the country, in order to stimulate consumption and promote the use of energy-saving products.
Subsidized household appliances include televisions, refrigerators (including deep freezers), washing machines, air conditioners and computers.
The subsidy will discount 10 percent of the sales price of a new household appliance up to a maximum of 400 yuan per television, 300 yuan per refrigerator (including deep freezers), 250 yuan per washing machine, 350 yuan per air conditioner, and 400 yuan per computer. The freight subsidy for every household appliance is a fixed amount, and recycling enterprises are eligible to claim corresponding freight subsidies based on the number of old household appliances collected.
Consumers can submit sales applications for old household appliances to qualified recycling enterprises through the Internet, telephone and other means. Household appliance distributors will cover corresponding subsidies for consumers when selling them new household appliances.
