The British government proposed plans to crack down on persistent rogue traders and to ban unsolicited credit card cheques, the prime minister's office announced Friday.

The government also proposed measures to give consumers better advice to stay out of debt and to help them if they get into financial difficulties in the Consumer White Paper issued late Thursday.

British Prime Minister Gordon Brown met debt advisers in Yorkshire to discuss the white paper, saying that "I think it is right that we act on behalf of all consumers to make sure that financial institutions cannot act irresponsibly against them and we root out sharp practices in the industry."

Brown also called for a plan for building the future of Britain, which includes measures to support low carbon industries and establish a new innovation fund and investment in bringing in more jobs and training for young people.
