Cai Wu, who took office as Minister of Culture of China in March 2008, is the same age as the PRC. He has experienced every spring and autumn together with the PRC, and also witnessed the brilliant history of China's cultural development.

In the 60 years since the founding of the People's Republic of China (PRC), literary and artistic creation has continued to thrive, construction of the public cultural service system has continued to strengthen, the cultural industry has continued to blossom and reform of the cultural administrative system has continued to deepen.

During these 60 years, remarkable results have been achieved in the protection of cultural heritage, with cultural exchange activities between Chinese Mainland and Taiwan, Hong Kong and Macao being vivid and dramatic, and the influence of Chinese culture continuing to expand.

Establishing a people-oriented public cultural service system

"In the early days, the cultural construction of the PRC made great achievements. However, there were also many wrong paths and even experienced disasters. Historical experience and lessons taught us that cultural construction should be people-oriented. We should always remember that the purpose of cultural construction is to satisfy the people's ever-increasing cultural needs and guarantee their basic cultural rights and interests."

In order to guarantee the people's basic cultural rights and interests, which include reading books and newspapers, appreciating cultural programs and carrying out cultural creation, our social cultural work has changed from organizing common cultural activities, such as dancing and singing, to constructing a public cultural service system.

Cai said that at the end of 2008, China already had 2,819 public libraries, 3,217 cultural centers (including public art centers), 37,938 cultural stations, 247,332 village (community) cultural rooms and 1,893 public museums. By 2010, the goal to "equip every township with an integrated cultural station" will be essentially realized.

The implementation of key cultural projects, including those involving sharing nationwide cultural resources, sending books to the countryside, mobile performance vehicles and film screenings in rural areas, has promoted the public cultural service capacity in every aspect.

Cai pointed out that the construction of a public cultural service system featuring convenience, equality and generalized preference still had a long way to go. It is closely connected with the level of social and economic development. Therefore at present, the system is still at a low level but has a wide coverage. "But one point is clear: Our work should focus on the grass-roots level and the public."
