Chen Qiufa, the vice-director of the Commission of Science, Technology and Industry for National Defense declared on December 4 that China will consistently utilize space in a peaceful manner and stay away from the space race.
Chen was quoted, by China Government Online, as saying that China has attained great achievements in aerospace research; and has grown to be a visible power in space since the first man-made satellite was launched in 1970. On the other hand, China is still a developing country. It will pursue independent and self-reliant space exploration; ‘leave some things undone in order to do other things;' and persist in peacefully utilizing space without being involved in the space race.
Outer space is commonly treasured by all mankind, and the imminent task facing humanity is the prevention of an arms race in outer space, which could be quite destructive, added Chen. China will maintain a path of peaceful development. The Chang'e 1 Lunar Orbiting Project best demonstrated this by not taking on any military equipment or fulfilling any military mission.
So far, China has signed 16 international space cooperative agreements or memoranda of understanding with 13 countries, space institutions and international organizations. Chen also mentioned that the country has also set up joint or separate aerospace commissions with Brazil, France, Russia and Ukraine.
