China plans to attract 1.97 million foreign experts in 12th Five-Year Plan

In the 12th Five-Year Plan period, China will continue attracting foreign experts in large scales and the total number will increase to a little more than 1.97 million, according to a conference about foreign talents.

The overall arrangement on the foreign experts imported by China in the “12th Five-Year Plan” will be more proper and the number of the high-end foreign innovative specialists will reach 454,000, accounting for 23 percent of the total.

The distribution of foreign talents in different industries and regions will also be more proper. Foreign experts in central and western regions will increase from 13.7 percent to 18.7 percent of the total, and foreign experts in old industrial cities will increase and account for a much larger percentage of the total too.

In 2012, China will start implementing the “plan of attracting 1,000 foreign specialists.” The goal of this plan is that China will attract 500 to 1,000 high-end foreign specialists in 10 years in accordance with the demands from the key industries and areas for China's economic and social development.

The work for platform examination for the first batch experts of the “plan of attracting 1,000 foreign specialists” has been successfully completed and the auxiliary intelligence import program has approved 95 intelligence import projects and is promoting China's universities to import senior foreign experts and innovative groups.

Only the right talents and specialist experts need apply. As for factory jobs, China has plenty of cheap labor from migrant workers. As china moves up the value chain, millions of Chinese will enjoy better income from good paying jobs. Those sweat shops employing slave labor to produce shoddy goods poluting the environment can return to where they come from, the USA.
