The mission of the Ministry of
Land and Resources as prescribed by the State Council is: to be
responsible for the planning, administration, protection and rational
utilization of such natural resources as land, mineral and marine
resources in the People's Republic of China. On March 10, 1998, the 9th
National People's Congress passed the "Reform Plan of the Ministries of
the State Council". According to the plan, The Ministry of Geology and
Mining, State Administration of National Land, State Administration of
National Oceans, and State Bureau of Surveying and Mapping merged to
form the Ministry of Land and Resources. The State Administration of
National Oceans and the State Bureau of Surveying and Mapping have

1998年3月10日，第九届全国人民代表大会第一次会议第三次全体会议表决通过关于国务院机构改革方案的决定。由地质矿产部、国家土地管理局、国家海洋局和国家测绘局共同组建国土资源部。保留国家海洋局和国家测绘局后更名为“国家测绘地理信息局”作为国土资源部的部管国家局。
