BEIJING, Jan. 21-- Liu Yunshan, one of the top leaders of the Communist Party of China (CPC), on Tuesday called for the country's "mass line" campaign to be solidly carried out in its second phase.

Liu, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, said at a conference on plans for the second phase of the campaign that it has the same basic theme as the first one.

The "mass line" initiative was launched in June 2013, with the aim of making government more accessible to the general population, while cleaning up four undesirable work styles -- formalism, bureaucracy, hedonism and extravagance.

Liu urged related organs to resolutely correct harmful practices around the people, taking consideration of the characteristics of the departments that will carry out the second phase of the campaign.

The campaign so far has targeted a first batch of government organizations including provincial-level departments, and now it will switch to a second batch of lower-level departments and leaderships, such as those at city and county-level as well as grassroots units.

Liu called for the spirit of Monday's address by Xi Jinping, general secretary of the CPC Central Committee, to be implemented.

He added that officials and Party cadres should seek the people's advice widely, stressing public participation, evaluation and monitoring.

Leadership responsibility should also be strengthened in the second phase of the campaign, as departments in various levels will be involved, according to Liu.
