More than 90 households live in sore poverty in the southern part of Huai River, in some abandoned cement boats. Most of them are former employees with Huai River shipping company. Because of the reform of the company, they became unemployed. They once lived in the boat for working. Without job, they still have to live in the boats because they couldn't afford to buy an apartment on shore. Their living condition is poor, without tap water and toilet. Their drinking water comes from the river directly, and they just add some alum to disinfect it. The dock is surrounded by garbage, flies, mosquitoes and rats.
