UN resolution on DPRK satellite launch "generally balanced": FM spokesman

BEIJING, Jan. 23 (People's Daily Online) -- Chinese Foreign Ministry spokesman Qin Gang said here Wednesday that the latest resolution approved by the UN Security Council on DPRK's satellite launch is "generally balanced."

The United Nations Security Council approved at early hours on Wednesday (Beijing Time) the Resolution 2087 on the Democratic People's Republic of Korea's (DPRK's) satellite launch last month.

"China has repeatedly stated its stance after the DPRK launched the satellite on December 12, 2012," Qin said.

Qin said China regrets the DPRK satellite launch amid the universal concern of the international community. But meanwhile, China maintains that the UN Security Council's reaction should be prudent and moderate, be conducive to peace and stability of the Peninsula, and help avoid the progressive escalation of tensions, Qin said.

"On the basis of the above-mentioned stance, China participated in relevant UN Security Council consultations in a constructive way," he said.

He said the resolution was "the result of rounds of consultations" by all relevant parties.

The UN Security Council Resolution 2087 requires the DPRK to comply with all relevant resolutions approved by the Security Council and not to use the ballistic missile technology for any launch.

It also reiterated to seek a peaceful, diplomatic and political solution to the issues concerned and advocated the renewal of six-party talks over the denuclearization issue on the Korean Peninsula.

"UN Security Council Resolution 2087 not only shows the stance of the international community on the DPRK's satellite launch, but also delivers some positive information, including calling for a peaceful solution to the (Korean) Peninsula issue through dialogue and negotiation as well as the resumption of six-party talks," said the spokesman.

The six-party talks, which involve the Republic of Korea, the DPRK, China, the United States, Japan and Russia, began in 2003 but stalled in December 2008.

"We hope all the parties concerned will take the peace and stability on the Peninsula into account, stay calm and exercise restraint, and not take any action leading to escalation of tensions," said the spokesman. "This is in the interests of all the sides concerned."

Qin said the DPRK's satellite launch has once again highlighted the significance and urgency of ultimately resolving the Korean Peninsula-related issues.

China always holds that all the parties concerned should resolve disputes through dialogue and consultation, address their concerns in a comprehensive and balanced way, and handle the Korean Peninsula-related issues peacefully to realize the denuclearization of the peninsula and long-lasting peace and stability on the peninsula as well as in East Asia, said the spokesman.

"The six-party talks are an effective mechanism to help achieve this goal," Qin said, adding that China is ready to make joint efforts with the international community to push ahead with the talks and maintain peace and stability on the peninsula as well as in East Asia.
