Russia is China's biggest neighbor in Eurasia. Sino-Russia relations have gone through a series of phases over the course of history, and currently stand in an unprecedentedly favorable situation.
Mutual political and strategic trust between the two countries is improving steadily. The biggest obstacle to long-term, healthy, and stable development in bilateral relations between China and Russia was cleared by a comprehensive solution to the boundary problem. 12 years ago, the two countries signed The Treaty of Good-Neighborliness and Friendly Currency Between The People's Republic of China and The Russian Federation (FCT), formalizing in a legal documentary framework the concept of peaceful friendship from generation to generation, and a strategy of non-alignment, non-aggression, and respect for the diplomatic principles of third parties. Good work and personal relationships have laid the foundations of timely communication on major issues between the two heads of state. Comprehensive development of cooperation on military affairs and military technology between the two countries is well established – the recent China-Russia joint drill, code-named “Peace Mission – 2013" is a good example.
The two countries have now established a number of bilateral cooperation mechanisms including the China-Russia prime ministers' regular meeting mechanism, as well as multiple intergovernmental cooperation committees and boards. The two sides continue to refine existing cooperation mechanisms and launch new cooperation mechanisms according to the needs demands of progress in bilateral relations – an ongoing feature of China’s foreign policy.
The solid foundation in relations between the two countries is apparent in material terms. In 2012, bilateral trade between China and Russia reached a record value of $88.16 billion. China has been Russia's largest trading partner for three consecutive years.
