On March 18, 1941, the Joint Administrative Agency for the Southern Hebei, Taihang and Taiyue Areas decided to accept the suggestion offered by the Northern Bureau of the Central Committee of the Chinese Communist Party. It invited representatives from Party, government, army and civilian circles to join together in a preparatory committee for organizing the Provisional Assembly of Representatives of the Shanxi-Hebei-Henan Border Area to conduct an election for representatives to the Assembly within the area under its jurisdiction. On July 7 of the same year, the Provisional Assembly of Representatives of the Shanxi-Hebei-Henan Border Area was inaugurated in Liaoxian County (now Zuoquan County), Shanxi Province. Representatives from the four regions of southern Hebei, Taihang, Taiyue and Hebei-Shandong-Henan border area attended the inauguration. On July 9 the Assembly was renamed the Provisional Assembly of Representatives of the Shanxi-Hebei-Shandong-Henan Border Area, serving as the border area's supreme organ of political power.
