This refers to the "Decision on Unifying Party Leadership in the Anti-Japanese Base Areas and Readjusting Relationship Among Various Organizations", issued by the Political Bureau of the CPC Central Committee on September 1, 1942. According to the decision, centralized Party leadership should be exercised in all the base areas, the Party committees at various levels should serve as the supreme organs of leadership in their areas and exercise unified leadership over Party, government, army and civilian work in these areas, and Party, government and military committees in various areas should be disbanded. The decision stressed the need for strict implementation of the system of democratic centralism and the principle of the lower level being subordinate to the higher level, and the entire membership being subordinate to the Central Committee. It also stressed the need to correct and guard against the tendency of Party committees to monopolize the work of government and mass organizations. The decision was of great significance in unifying the actions of various organizations in the anti-Japanese base areas, in strengthening the struggle against the enemy and in building up base areas.
