A reference to the report made by Peng Dehuai on December 18, 1942, at a meeting or cadres at and above the battalion level from the armed forces in the Taihang area and at above the county level from the local Party organizations. The report, entitled "How to Hold On To and Consolidate the Anti-Japanese Democratic Base Areas", was carried in Party Life, published by the Northern Bureau of the CPC Central Committee on January 15, 1943.
