Zhang Guotao (1897-1979) was a native of Pingxiang, Jiangxi Province. From 1931 to 1932, when he was secretary of the Hubei-Henan-Anhui Sub-bureau of the CPC Central Committee and chairman of its military commission, he wrongly conducted a large-scale movement to eliminate ``counter-revolutionaries'', in which many revolutionary cadres and other people were executed.
