In his report, ``On the New Stage'', delivered at the Enlarged Sixth Plenary Session of the Sixth Central Committee of the CPC, held in October 1938, Mao Zedong proposed a policy of ``protecting the free operation of privately run industrial and commercial enterprises''. The session adopted a resolution approving Mao Zedong's report.
