On April 3, 1949, the CPC Central Military Commission approved the ``Outline Plan for the Nanjing-Shanghai-Hangzhou Campaign''. At that time a delegation from the Chinese Communist Party and one from the Nanjing Kuomintang government had already entered into talks. Although all preparations for crossing the Yangtze River had been made, the Chinese People's Liberation Army time and again postponed the operation in the hope that an agreement favourable to the people would be reached through the talks. On April 20 the Nanjing Kuomintang government refused to sign the ``Agreement on Internal Peace (final amended version)'', drafted by the delegates of both sides, and that night the PLA launched the Cross-the-River Campaign as planned.
