The General Front Committee, representing the CPC Central Committee on the Huai-Hai Campaign front, was formed in November 1948. Composed of Liu Bocheng, Chen Yi, Deng Xiaoping, Su Yu and Tan Zhenlin, with Liu Bocheng, Chen Yi and Deng Xiaoping as members of its standing committee and Deng Xiaoping as secretary, it assumed unified leadership of the military operations of the East China Field Army and the Central Plains Field Army, and exercised overall command over affairs on the Huai-Hai front. After the conclusion of the Huai-Hai Campaign, it was instructed by the Central Military Commission, in February 1949, to continue exercising command over military affairs and operations in the Central Plains and East China areas, and lead the Second and Third Field Armies and the advance army of the Fourth Field Army in the campaign to cross the Yangtze.
