The Common Programme of the Chinese People's Political Consultative Conference (the Common Programme for short), adopted at its First Plenary Session on September 29, 1949, was a programme for China's reconstruction. It was drawn up jointly, under the leadership of the Chinese Communist Party, by representatives of all the democratic parties, mass organizations and people from all China's nationalities and from all walks of life. It laid down the common goals which the entire Chinese people would strive to attain as a provisional constitution before China promulgated "The Constitution of the People's Republic of China" in 1954.
