In May 1950, in accordance with the CPC Central Committee's directive and in the light of the actual conditions in Tibet, the Southwest Bureau of the CPC Central Committee put forth ten policies for the peaceful resolution of the Tibet issue. After these policies were approved by the Central Committee, they served as terms for negotiation with the Tibetan local government, and they were announced in the proclamation of the Southwest Military and Administrative Commission of the People's Republic of China and the Southwest Military Command. The main contents were: The Tibetan people shall unite in order to drive British and U.S. imperialist aggressive forces out of Tibet; regional national autonomy shall be exercised in Tibet; the present political systems in Tibet shall be maintained as they are and remain intact, with the position and powers of the Living Buddha, the Dalai Lama, remaining intact and officials at various levels continuing to hold office; a policy of freedom of religious belief shall be carried out, lamaseries shall be protected and the religious beliefs, customs and habits of the Tibetan people shall be respected; the present military system in Tibet shall remain intact and the Tibet troops shall become part of the national defence forces of the People's Republic of China; the Tibetan people's spoken and written language and school education shall be developed; agriculture, animal husbandry, industry and commerce in Tibet shall be developed in order to improve the people's living standards; matters of reform in Tibet shall be settled by the Tibetan people and Tibetan leaders through consultation and in strict conformity with the will of the Tibetan people; so far as former pro-British, pro-American and pro-Kuomintang officials are concerned, provided that they sever relations with British and American imperialists and the Kuomintang and commit no acts of sabotage or resistance, they shall continue to hold office without being censured for their past misdeeds; and the People's Liberation Army shall enter Tibet in order to consolidate national defence.
