From 1948 on, Party organizations in north and northeast China successively raised the question of how to deal with Party members who had become rich peasants. Liu Shaoqi believed that it was too early to raise this question, maintaining that resolution of this question should be postponed in favour of restoring and developing agricultural production as quickly as possible.
