A reference to the ``Circular of the CPC Central Committee on Speeding Up the Work of Re-examining Party Members and Cadres'' issued on April 27, 1962. It was pointed out in the circular, ``All Party members and cadres, who were criticized or punished unjustifiably or more or less unjustifiably in the movements to bring down the `white banner', to combat Right deviation, to rectify the work style of cadres, to consolidate the communes, and to accomplish the tasks that should have been accomplished during the democratic revolution, should be re-examined and rehabilitated quickly and conscientiously by using simplified methods.'' The re-examination and rehabilitation served to arouse the initiative of vast numbers of Party members and cadres, and unite the entire Party membership and the people throughout the country in restoring and increasing industrial and agricultural production and overcoming temporary difficulties.
