In December 1937 Wang Ming, who had just returned from the Soviet Union, delivered a report entitled ``Continuing the Nationwide War of Resistance and Striving for Victory'' at a meeting of the Political Bureau of the CPC Central Committee. In the report he put forth many Right capitulationist views. After wards, when he served as secretary of the Changjiang Bureau of the Central Committee, he issued some declarations, resolutions and articles which contained erroneous ideas. His faith in the Kuomintang exceeding his faith in the Communist Party, he dared not fully arouse the masses to struggle or expand the people's army and the liberated areas in the Japanese-occupied areas. He stood for ``everything through the united front'', handing over to the Kuomintang leadership in the War of Resistance Against Japan. As the correct line represented by Mao Zedong was already dominant in the Party at that time. Wang Ming's errors affected only some areas for while. the Enlarged Sixth Plenary Session of the Sixth Central Committee, held from September to November 1938, criticized his Right capitulationist errors and established principles and policies for the Party to exercise independent leadership over the armed struggle against Japan.
