On February 5, 1978, to improve competence in editing and publishing at the People's Education Press as soon as possible and meet the urgent needs for textbooks, the leading Party group of the Ministry of Education submitted to the Central Committee for approval a report on transferring a number of cadres doing editing and publishing from municipalities and provinces. On February 10, 1978, Deng Xiaoping made this comment on the report, ``Since compiling good teaching materials is the key to improving quality of instruction, we should have adequate numbers of qualified personnel to do the job. I agree to their request.''
