The Eighth National Congress of the Chinese Communist Party was held in Beijing from September 15 to 27, 1956. It analysed the situation following the basic completion of the socialist transformation of the ownership of the means of production and laid down the task of the all-round building of socialism. At the congress, Mao Zedong made an opening address, Liu Shaoqi delivered the political report of the Central Committee, Zhou Enlai gave the ``Report on the Proposals for the Second Five-Year Plan for Development of the National Economy'', Deng Xiaoping gave the ``Report on the Revision of the Constitution of the Communist Party of China'', and other important speeches were made by Zhu De, Chen Yun and Dong Biwu. The congress adopted a resolution on the political report, the ``Constitution of the Communist Party of China'' and the proposals for the Second Five-Year Plan (1958-62), and elected the new Central Committee. The Eighth National Congress of the Party defined a correct line which pointed out the direction for the development of the socialist cause and for Party building in the new period.
