Luo Zhanglong (1896- ), a native of Liuyang, Hunan Province. He joined the Communist Party of China in 1921 and was elected member and, later, alternate member of its Central Committee. After the Fourth Plenary Session of the Sixth CPC Central Committee in January 1931, he organized an ``emergency central committee'' and worked to split the Party, from which he was consequently expelled.
